Red Hat has announced an initiative to offer free use of RHEL 10.0 for testing and developing applications in businesses. Under this initiative, each program participant will be able to run up to 25 distributions on test environments.

The initiative has expanded capabilities for commercial enterprises; however, there is no free use of the distribution for implementations solely for testing and development purposes.
To use the free distribution for testing and development purposes, you must register with a corporate email address, agree to the terms of use, and download the image. Support for the distribution is provided independently. Within the program, instances can be used in virtualization systems, cloud environments, and on physical machines.
RHEL 10 was released at the end of May this year, and RHEL 9 was released in May 2022.
