The US government has implemented new rules restricting the export of AI chips and technologies developed in the country. According to Gina Raimondo, the US Secretary of Commerce, the regulations are designed to protect America’s most advanced technologies and ensure they do not fall into the hands of adversaries.

The new rules divide the world into three categories based on access to US-made AI technology:

Level One

This includes the US and 18 allied countries, such as Germany, the Netherlands, Japan, South Korea, and Taiwan. These countries will maintain unlimited access to US AI technologies.

Level Two

Countries in this category will face restrictions on the overall computational power of chips available for import.

Level Three

Nations in this group will be completely blocked from importing AI technologies from the US.

The rules have sparked criticism from major IT companies such as Nvidia and Oracle. Nvidia’s Vice President, Ned Finkel, argues that these regulations could stifle innovation and global economic growth. He suggests that the administration’s "anti-China" approach won’t enhance the security of the US, but may harm global progress. Oracle’s executive vice president, Ken Gluck, also believes the restrictions could lead to excessive regulation, undermining US leadership in the semiconductor and AI industries.
